MAJOR transport system upgrade for melbourne -plan

This is my attempt at quickly and roughly coming up with a plan to increase Melbourne public transport modal share to become around 70 to 80% of all motorised trips to be implemented to full completion and to be operational in stages over 10 to 15 years.

Make of it what you will sorry for the long post.

System Frequencies

Below are BRT, BRT EXPRESS, Main road BUSES, Feeder BUSES and all TRAMS.

Frequency and operation hour improvements For Main road BUSES, BRT, BRT EXPRESS and all TRAMS Below:

Early morning every 10 mins from 4 am to 6 am
Peak every 1 to 2 mins 6am to 10am and 3pm to 8pm
Daytime interpeak 10am to 3pm every 5 mins
Evening 8pm to 11pm every 5 mins
Over night 11pm to 4am every 15 mins

Weekend Daytime 7am to 8pm every 5 mins
Weekend evening and early morning (5am to 7am and 8pm to 11pm every 10 mins
Weekend overnight 11pm to 5am every 15 mins


Frequency and operation hour improvements for Feeder Buses for connecting with BRT BRT EXPRESS, Trams and METRO/MRT

Early morning every 15 mins from 4am to 6am
Peak every 5 mins 6am to 10am and 3pm to 8pm
Daytime interpeak 10 am to 3pm every 10 mins
Evening 8pm to 1am every 15 mins
Weekend daytime 7am to 8pm every 10 mins
Weekend evening and early morning 4am to 7am and 8pm to 1am every 15 mins

METRO/MRT TRAINS:

To be run as a full metro like Hong Kong or Singapura.

METRO Frequencies are below and apply for all metro lines including Geelong

Peak weekdays every 1 to 2 mins from 6am to 10am and 3pm to 8pm
Off Peak weekday every 5 mins 4am to 6am and 10am to 3pm and 8pm to 12am
Weekend daytime and evening every 5 mins from 5am to 12am
Over night every 15 mins 12am to 4am Or 5am on weekends

8 city loop platforms ie four new tunnels does not include the Doncaster MRT
25 Platforms at flinders station street double level ie upper and lower

Fully grade separated and quad or double track rail system with closed in stations

All stations to be fully staffed have platform screen doors also to be fully heated and air-conditioned and covered with real time monitored CCTV at all times with a special railway police response unit for stopping crimes when they are happening.

In addition armed guards on trains between 5pm and 6am 7 days a week there will be no open ticket barriers any ware on the metro or on any BRT station

New Fully air cond trains to replace all current sets: 8 car single deck with 4 doors each side part longitudinal seating in the train part transform seating (similar to connex sets) at car ends much larger amount of standing area and poles to hold onto top speed 140kph for metro trains

Outer suburban and Geelong trains to have air-conditioned 8 car sets with high levels of comfort with better seats and less standing room but with metro conditions ie high frequency max speed 200 kph.

Metro line expansion:

All existing Rail lines are to be Grade Separated and upgraded to double track metro standards with Frankston, Dandenong, Pakenham, Ringwood, Sunshine, Melton, Sunbury, Newport west and Laverton Werribee west, Clifton Hill, Wallan to have quad (4) track lines from flinders st station to allow express travel. most likely constructed directly below or above existing lines.

NEW METRO (rail) Lines:

New line from Huntingdale to Ferntree gully station connects at Huntingdale with Doncaster St klida Elwood CBD MRT subway.

A New line from Frankston to Monash(Frankston) to Portsea via Mt Elisa, Mornington, safety beach, rosebud, Sorrento and Portsea. This line could be mostly underground or even elevated in some sections like safety beach to Portsea. (Also this line will have a complement of feeder buses and main line buses to bring people to it.)

Inner city MRT subway from Doncaster running via pines Blackburn road Doncaster road via shoppingtown then via expressway to Bulleen, Kew then Carlton then melb uni then CBD then stkilda road then st kilda beach then Elwood then connects with Sandringham line at Gardenvale then via north road to Monash University Clayton

An Outer suburban metro ring line including standard gauge access to port of Hastings

This ring line will start at Frankston then Dandenong via stud road to Ringwood then via Donvale then Greensborough then Bundoora, then Epping then Upfield then Broadmeadows then melb airport then watergardens then deer park then Werribee

Includes a standard gauge double track freight line on the outer metro ring from Werribee to Dandenong with branch to Hastings port

Inner suburban metro ring line starting at Sandringham then via black rock then Mentone then (Warrigal road) then Oakleigh, Chadstone then via old alamain line to east Camberwell then Kew then Fairfield then Northcote Brunswick then Essendon then highpoint SC then Footscray and terminating at Williamston.

Also a new branch line (subway) near Northcote (inner metro ring line) will run to northland and Latrobe uni then Bundoora meeting the outer metro ring line and connecting with 86 tram at many points on route.

Airport ERL’s:

ERL (air rail link) HST (300kph speed) rail links from Spencer street to Melbourne airport and Avalon both with airline check in at Spencer street departs from lower level area under Spencer street.

Metro Extensions: Electrification and double track + grade sep

Whittlesea from Epping via Merinda
Epping to Wallan via north Epping
Broadmeadows to Wallan
Upfield to Somerton
Melton and Bacchus marsh
Cranbourne to Tooradin new route via elevated line on south Gippsland highway
Cranbourne to Hastings connects with Stony Point line

Stony point from Frankston with new flinders to bittern branch

Plus rail ferry to Phillip Island at least every 15 mins from 4am to 12am 7 days week with a few stops around the islands north side

Bus and BRT routes:

Normal buses:

Consists of Main road and Feeder buses frequency details at top of post.
The buses that will be used are low floor ones according to type of route and loading.
Main road routes: either single level articulated buses or standard double deck
Feeder routes standard or midi town buses like present but just a lot more of them

Max distance from someone’s home to any of the following: main road BUS route BRT, BRT Express , METRO or Tram will be no more than 1000 meters.

All feeder buses will be within 200 to 300 meters of peoples homes and within 200 meters of industrial or commercial properties in areas where no other services exist

BRT and BRT EXPRESS

CBD BRT LOOP via Queen street Lonsdale street exhibition street with direct connection to expressways which have a closed off BRT lane to other suburbs ie from Rowville, Hampton park Melton etc for express buses these buses are to be the only buses in zone 1

BRT express routes ( ie CBD to Hampton park) and outer suburban BRT Busways ie Frankston to Cranbourne etc These buses are to be double deck articulated and aircond

EXPRESS BRT: uses cordoned off BRT lane on existing expressways to access CBD in some areas elevated or new off road BRT lanes are to be used (Lilydale BRT)

BRT: Hampton Park to CBD,
BRT: Deer park/Melton to CBD
BRT: Altona meadows to CBD
BRT: Werribee to CBD via suburbs north of Werribee
BRT: Endeavour Hills to CBD
BRT: Rowville to CBD
BRT: Knox to CBD
BRT: Fountain gate to CBD
BRT: Point cook to CBD

BRT: Lilydale to CBD via Chirnside Park SC then Warrandyte then Doncaster (the pines) then George street ( Doncaster area) then shopping town then Doncaster road then north Balwyn then Kew then studly park then Johnson street then via lygon street to Lonsdale street to enter city BRT Loop.

Suburban BRT: uses cordoned off BRT lane on existing roads or as above or below existing road and will have bridges at all main junctions or can be off road route.

BRT: Glen Waverly to Knox city
BRT: Lilydale to Warburton (rail and onward Express BRT connects)
BRT: Lilydale to Healesville (rail and onward Express BRT connects)
BRT: Mornington to Hastings (Cross peninsula link)
BRT: Rosebud to Hastings (Cross peninsula link)
BRT: Frankston to Cranbourne
BRT: Endeavour hills to Fountain gate to Cranbourne
BRT: Melton to Watergardens
BRT: Melton to Werribee
BRT: Springvale road end to end
BRT: Westall road and Blackburn road to pines
BRT: Chadstone to Oakleigh to Ferntree gully via Ferntree gully road
BRT: Box hill to Latrobe uni (via Doncaster SC ,Heidelberg)
BRT: Box hill to upper Ferntree gully (via Knox city Elgar road and Burwood highway)

All BRT Express and standard will operate to metro like frequencies based on the main road bus freq standards.


Trams:

Tram Frequencies will be the same as the main road and BRT bus services frequencies listed earlier and all Trams will operate 24 hours a day 7 days a week.

Main route trams like St kilda road, royal parade, Swanston street etc to have 4 tram tracks 2 normal and 2 express

Extend tram lines to meet rail lines and major shopping centres and replace bus routes within Zone 1 and some parts of zone 2 with a full tram services eg Monash University Clayton, Southland, Chadstone, northland, reservoir station, new king street Dudley street trams etc

Route 75 to be cut back to Deakin University Burwood and a BRT route will continue from there. This route is too long and slow for such a distance to be all tram.

Also to expand tramways to every main road in zone 1 and some parts of zone 2. As such there will be no buses in zone 1 or in the CBD except for BRT EXPRESS buses using the CBD BRT loop.

All current trams to be replaced with new 7 section trams like D2 but larger and only part low floor ie 60 or 70 % with a max speed of 130 kph so faster running can be obtained on express routes

Increased use of platform stops and 24-hour 7-day clearways on all tram routes.

FUNDING:

Govt annual budget allocations.
Low interest Asian/Japan development bank loans.
Paid back via new inner city and expressway congestion charges.
URBAN congestion road tax via registration on all vehicles not used for public transport.
A Per space per day parking tax for commercial (shopping centres offices etc) and council car parks across all of metro Melbourne.
Fare collection from increased Public transport usage.

Fares:

The use of the smart card will offer a 15% discount on all single distance fares plus a transfer rebate of 20% on 1st transfer and 35% on second transfer and 50% on 3 or more transfers

Smart card integrated ticket system based on distance travelled instead of time yielding a on average 30% lower price return trip for all users than a current 2 hour X 10 concession zone fare

Signal and return distance fares valid for the day of travel available for any trip. No transfer rebates apply new ticket must be purchased on transfer.

Weekend Savers offering a flat fare of $3 to $4 for unlimited use for a single 24-hour period.

Tourist ticket offers a system wide ticket for $10 to 15 for unlimited use for a single 24 hour period any day of the week.

I will cover Geelong system at a later stage but it will be along similar lines as the Melbourne one.

MRT = Metro like rail system with uniform stock and modern upto date stations and high frequency also common term used on singapore and hong kong

BRT = Bus Rapid transit ie dedicated busway with rail like stations

BRT EXPRESS = Bus rapid Transit but more express running and higher speed.
